7. The Minister shall advise the Government and government departments and bodies on any matter under the Minister’s authority. The Minister shall ensure that the actions of the Government are coherent and, for that purpose, shall(1) participate in developing measures and making ministerial decisions in matters under the Minister’s authority, and shall give an opinion whenever appropriate;
(2) coordinate government interventions specifically relating to areas under the Minister’s authority.
The Minister may require the necessary information for exercising such responsibilities from the government departments and bodies concerned.
